2nd Central Committee meeting

From the 17th to the 18th July 2010, the Rally for Democracy  and  progress  (RDP)  held  its annual leadership meeting here in Windhoek to take a fresh and critical look at the prevailing state of affairs  in  the country about  three years  since the  formation  of  this  party. The meeting  took  place  under  the  theme  that reads: “It is time to transform Namibia”, which is an obvious and  loud cry  for change. The objective of this article is to try and provide an insight into the Omusatization of Namibian government institutions by a clique within the ruling SWAPO Party. The word “Omusati” means Mopani Tree which is widely prevalent in much of the north western parts of Namibia covering the areas of Kaokoland (Kunene), Ongandjera, Uukologhadhi, Uukwaludhi, Ombalantu, Uukwaambi and Okalongo (till they were instigated to secede from Ohangwena). The present Namibian government is failing to govern this country ably, productively, justly, transparently and fairly. Currently, the economy is unable to address the basic needs of most Namibians. The most burning issues among these basic needs of the people is the nation’s dwindling income, due largely to the catastrophic decline in employment whose rate is now at 51.2%. Over the last twenty years, the government has failed dismally to come up with tangible, coherent and comprehensive strategy for job creation and economic growth. In other words, it has been incapable of responding positively and forcefully to this basic and crying national needs.
At the same time, our country’s authorities have allowed corruption to become rampant in public institutions so much so that it is very difficult nowadays to talk about accountability in the country’s public sector management.

Reflection on Namibia’s Recent Elections
By Hidipo Hamutenya

It is widely accepted that elections are a crucial ingredient of democratic transformation and consolidation. The value of an election to democracy is enhanced by the nature of the process by which they are conducted. It is not, therefore, the mere holding of regular elections that matter. Since independence Namibia has had five rounds of national elections, yet the country’s capacity to conduct elections still leaves much to be desired.
